Mono Blue Control Deck

Alright, Here is my blue control deck's deck list. I have been working years to perfect this decklist and I believe it is almost there, but I will still need help. It is in vintage format but I would like to make it a legacy format soon. Can you give me some ideas as to how to do damage since Black vice the "kill factor" card in this deck is illegal in legacy. Thanks here's the list:

Creatures:

Arcanis The Omnipotent X1
Sage Owl X2
Gomazoa X1
Scalplexis X1
Denizen Of The Deep X1
Roil Elemental X1

Enchantments:

Sunder X1
Stasis X1
Future Sight X1
Overburden X1
Dichotomancy X1
Precognition X1
Web Of Inertia X1
Delusions of Mediocrity X2
Recantation X2
Cowardice X1
Frozen Aether X1

Sorcery's

Recall X1

Instants:

Telling Time X1
Counter Spell X2

Artifacts:

Black Vice X3
Portcullis X3
Ivory Tower X2
Winter Orb X1
Storm Cauldron X1
Spellbook X2

Lands:

Island X 24

So That's it I would love the help!
Thank Guys

RE: Mono Blue Control Deck
Welcome to the forums. I hope you stay even after I eviscerate your deck.

First try to keep 4 copies of cards you want to see. As your deck is currently composed of single cards it is very inconsistent. Also with a deck like yours please autocard ([c*]cardname[/c] remove the asterisk) as most of those cards are fairly old and obscure.

It seems your deck plans to bounce lands back to players hands and gain life off the ivory tower and kill your opponent with black vise. As you noted the vise is banned in legacy so a similar deck will be difficult. Skullcage is probably the closest card to the vise but is not good.

As a blue control deck for legacy you need conterspells. If you have the budget get a playset of force of will. Daze, foil, and counterbalance are other solid counters. With counterbalance comes sensei's divining top and fetchlands.

Stasis is a solid victory condition when combined with chronatog, glacial chasm and tangle wire. Otherwise it is difficult to suggest much more without a better idea of your budget.
